Caroline County government buildings are open. We encourage all citizens to take advantage of pay online opportunities. Staff is available by phone at the regular numbers you normally use.

The next Board of Supervisors meeting will be Tuesday, August 10.
Circuit Court
We will be taking online payments for fines, cost and restitution on criminal cases. The online payment system can be accessed by going to https://eapps.courts.state.va.us/fmsOnline.

The Clerk’s office currently accepts a variety of documents submitted electronically by CSC, e-Recording Partners LLC and Simplifile.

Questions and applications may be faxed (633-3480) or emailed. Questions can also be handled via phone (633-8042 or 633-8031). Business license applications and payments can be placed in the drop box at Caroline County Administrative Offices. If you would like to pay online, please make note of this on any correspondence. A bill will be generated and instructions will be provided in order to complete payment using our online payment services.
Meals/Transient Occupancy Tax
Filing forms may mailed, faxed (633-3480), or placed in the drop box at Caroline County Administrative Offices. Questions can also be handled via phone (633-8031) or email. Payments are able to be remitted by mail or place in the drop box. If you would like to pay online, please make note of this on any correspondence. A bill will be generated and instructions will be provided in order to complete payment using our online payment services.
Personal Property
Any questions changes to vehicles, trailers, motor homes, etc., may be phoned (633-4055), emailed, faxed (633-3480), or submitted using one of the appropriate forms located at https://co.caroline.va.us/164/Personal-Property.

CVHS Caroline Children's Dental Program
The CVHS Caroline Children’s Dental Program is open and welcoming patients back to their clinic. They’ve missed their wonderful patients and families, and are concerned that many children have missed their regular dental appointments due to the pandemic. Preventive care is more important than ever to keep your child’s teeth healthy. A toothache is a terrible thing for anyone, especially a child.
They welcome new and existing patients age 1-19 years and accept Medicaid, private insurance and no insurance. Based on income, a sliding fee scale is available for those with no insurance. They are following all national and state guidelines for infection control to keep their patients, families and their staff safe during these difficult times. General District Court will be open to the public Monday through Friday 8 a.m. - 4 p.m.
Library
The Caroline County Library is glad to announce that several of our branches will reopen their doors beginning on Thursday, April 1st! The Dawn and Ladysmith branches will open on April 1st and the Port Royal library will reopen on Monday, April 5th. Their hours are listed below. Citizens will be expected to comply with state and local safety guidelines, including social distancing and wearing masks when inside library branches. At this time, the Bowling Green branch will remain curbside only due to the vaccination clinics taking place inside the Community Services Center.

Planning & Building Services
General
- All zoning/building/land disturbing permit applications are available in the Planning and Community Development Office during normal business hours (8:30 a.m. – 5:00 p.m., Monday through Friday). Applications and forms are also available online at https://co.caroline.va.us/266/Planning-Building-Department.
- Permit plans/applications are accepted inside or by email to Mellisa Blanton and/or Rebecca Bradford.
- Payments can be made by credit/debit card over the phone by calling 804.633.4303, by check deposited in the dropbox, or by mail addressed to Caroline Planning & Community Development, 233 West Broaddus Avenue, Bowling Green, VA 22427.
- Staff is available to assist the public.
- Applications will continue to be processed in the order received.
- Completed permits will be available for pick up during normal business hours.
- Inspection services are scheduled and performed as normal. To schedule an inspection please call 804.633.4303.

Voting & Voter Registration
HOW TO REGISTER TO VOTE
Voters may apply to register to vote for the June primary by going online to www.elections.virginia.gov. If you are already registered you do not need to register again. You can always check your status at the site above. Registering for the first time will require a Virginia issued DMV ID to complete the transaction online. If a voter does not have a Virginia issued DMV ID, they can print the application out and mail it to the Registrar’s Office at P.O. Box 304, Bowling Green, VA 22427. You will receive a voter registration card in about two weeks showing the precinct that you would normally vote at.
