MOU Process for AP Hill
Resolution Clarified
County Administrator Percy Ashcraft clarified Thursday the intent of the resolution adopted by the Board of Supervisors at its April 9 meeting which called for opposition to the new EOD training facility to be located at Fort AP Hill.
As part of the March 9 meeting recap posted by County Administration on its webpage Wednesday, it was stated the “effective date of the resolution was set for March 19 to give the Department of the Army a chance to put forward a Memorandum of Understanding that would serve as a compromise to all parties involved.”
Ashcraft wanted to clarify that even though the MOU is the ultimate objective to be reached, the motion adopted by the Board of Supervisors was to ensure “a meeting of all parties” took place before March 19 and that would begin the process toward discussing the content that might be contained in the MOU.
Ashcraft said that AP Hill officials brought this to his attention on Thursday and after reviewing the minutes, the clarification was important to be made. He said plans were unfolding for the meeting to take place in advance of the March 19 deadline set by the Board of Supervisors in its resolution.
“Logistically, it is unlikely that an MOU can be agreed upon and signed by March 19,” Ashcraft said. “However, the important aspect is the parties are planning to meet and that is what the Board of Supervisors felt was the first step toward addressing this matter.”
