BOS Approves Ordinance for
Permanent Decal Program


The Board of Supervisors at its August 10 meeting established a permanent decal program, thus eliminating the need for taxpayers to get a new County sticker on an annual basis.

Approved unanimously by the BOS, the amended ordinance requires all motorized vehicles currently licensed in Caroline County as of January 1, 2011 to require permanent decals. The decal sales will begin in early 2011, with a deadline to display of April 1, 2011. Once permanent decals have been sold for all vehicles for calendar year 2011, no additional decal will be required unless a new or used vehicle is purchased.

Once a permanent decal has been established in 2011, a license registration fee will be assessed annually on all motor vehicles. The annual fee will be payable June 5 with the collection of the first half of the individual’s property taxes. The fees are $30 for all vehicles with the exception of a $25 fee for motorcycles and similar two-wheel vehicles.

Purchasers of new or used vehicles and/or new residents during calendar 2012 and thereafter will be required to file with the Commissioner of the Revenue within 10 days of the purchase date or date of residence. After filing with the Commissioner, the Treasurer will issue a permanent decal for the new vehicle or resident.

In addition, the amended ordinance does:

  • Reduces the number of classifications to assess decal fees for various vehicles from 21-2.

  • Eliminates the requirement to purchase a decal for anything other than a motor vehicle and motorcycle or similar two-wheel vehicle. Decals will no longer be required for trailers and semi-trailers, which includes campers.

The change is expected to generate an estimated $806,385 in revenue to the General Fund.

Other highlights of the meeting include:

  • Received information from Commonwealth Attorney Tony Spencer on a new Domestic Violence Awareness Program. The BOS will be asked to adopt a resolution at its September 14 meeting declaring the upcoming year “Domestic Violence Awareness Year.”

  • Received a report from World View Solutions on the new GIS program.

  • Deferred action until the September 14 meeting on a revised proposal to construct Victory Park in Bowling Green

  • Appointed Sherry James to the Social Services Board representing the Reedy Church District.

  • Approved on the Consent Agenda an expedited public hearing for applicant WC Motor Cars.

  • Approved on the Consent Agenda the selection of Southeast Rural Community Assistant Project (SERCAP) as the new Indoor Plumbing & Rehabilitation (IPR) Program Administrator for 2011.

  • Approved on the Consent Agenda the Budget Calendar for FY 2012.

  • Approved on the Consent Agenda a list of surplus vehicles to be posted for public sale.

  • Deferred action until the September 14 meeting on a rezoning request from RP to M-1 on property located on the east side of Route 652, approximately one-fourth mile south of Route 207. The applicant is Alan Shaia.

  • Discussed the 2011 legislative platform with Regional Legislative Coordinator Eldon James.

  • Deferred action on improvements to the Cannery Building until other possible interested parties are contacted.

  • Approved changing the scheduled September 28 BOS meeting to September 21.

  • Approved holding a workession at 6 p.m. Monday, August 16 to discuss capital projects.

  • Received a request under Public Comment by Sparta Fire Chief Doug Terry on the construction of a new fire station in Sparta.
