BOS Tentatively Approves
Additional $100K for Schools


The Board of Supervisors at its May 11 meeting tentatively approved giving the Public School Division an additional $100,000 for the FY 2010-11 Budget above the earlier recommendation received by the County Administrator.

County Administrator Percy Ashcraft on February 23 had recommended the local appropriation for the Public School Division be $10,900,000 which is $300,000 above the state-mandated minimum established by the Composite Index. The Board of Supervisors gave the nod for $100,000 additional in funds at the meeting, with the understanding the money would be used to keep the Governor's School program up and running.

Madison District Supervisor Wayne Acors also asked for the Public School Division to give to the Board of Supervisors a line-item account of all funds spent in the seven categories of the School Division's budget. This is similar to the breakdown the County Administrator gives the Board of Supervisors in his annual budget presentation. That information was requested by the May 25 meeting of the Board of Supervisors, in which adoption of the final Budget will be considered at that time.

Other highlights of the meeting include:

  • Recognized longtime VDOT employees Charlie Stunkle and David Cooper for their years of service to Caroline County. The duo has announced their retirements from VDOT.


  • Received a presentation from Commonwealth Attorney Tony Spencer and a representative of the McShin Foundation regarding establishing a new judicial program in Caroline County. The aim is to cut down the costs of housing prisoners.


  • Approved a $100 increase in the EMS fee for Advanced Life Support Services to be paid by private insurance carriers.


  • Authorized Staff to apply for Revenue Sharing funds for turn lanes into Campbell's Creek. The matching funds would come from the Proffer Fund.


  • Approved the ranking of responses to negotiate the terms to hire a Radio Communications Consultant to assist with the mandatory narrow band regulations.


  • Adopted a resolution declaring May 16-22 "Firefighters Grant Services Week" in Caroline County.


  • Adopted a resolution declaring May 17-22 "Business Appreciation Week" in Caroline County.


  • Received the Third Quarter Budget Report from Finance Director Fran Hatcher.


  • Approved May 28 as a furlough day for Caroline County government and non-essential offices will be closed.


  • Deferred action on reducing operating costs for solid waste convenience sites.


  • Advanced to Second Reading three ordinances to amend the zoning ordinance permitting certain signs to be erected in various district.


  • Authorized Staff to bring to the Board of Supervisors an ordinance establishing a Permanent Decal Program for Caroline County.


  • Approved a report for joint purchasing projects between County Government and the Public School Division.


  • Scheduled a worksession for the 2010-11 Budget for 6 p.m. Tuesday, May 18 at the Community Services Center.


  • Approved a resolution regarding the recruitment of a private company to Caroline County.
