Victory Park in Bowling Green
The Board of Supervisors at its December 7 meeting gave authorization for the construction of Victory Park in Bowling Green.
The unanimous decision came on the heels of a full endorsement by the Bowling Green Town Council at its meeting on December 2. Supervisors had delayed voting on the proposal for weeks seeking support from the Town Council on the beautification project.
Victory Park, to be part of the Washington-Rochambeau historic trail, is to be funded 80 percent by a TEA-21 grant from the federal government. The project will be scaled down from its original design and will now require the Board of Supervisors to fund approximately $46,000. The Town of Bowling Green has agreed to kick in $5,000.
The location will be the area behind the County’s historic courthouse and its features will be added green space, channeled pedestrian walking and an improved parking area for up to 20 spaces. It will also be a direct link to the new County’s new museum which is scheduled to open next spring.
The Washington-Rochambeau trail is one of the nation’s premiere historic routes. The park when designed is expected to draw more tourists into Bowling Green and also provide an additional focal point for residents to gather.
Other matters before the Board of Supervisors included:
- Recognized pages under the supervision of Registrar Danette Moen for their assistance with the recent General Election.
- Received a report from the Caroline County Agricultural Fair Committee on its activities for 2010.
- Discussed possible funding for restroom improvements at Bowling Green Elementary School. Public School Division is to consider a plan for renovation and discuss it with further with the BOS in early 2011.
- Supervisor appointments were made to the Public School Division’s various committees.

- – Gifted Education – Bobby Popowicz.
- – Extra-Curricular – Floyd Thomas.
- – Special Education – Maxie Rozell.
- Charles Shewbridge and Scott Roberts were appointed to the Redistricting Committee representing the Madison District.
- Bill Wick and Jim Heimbach were appointed to the Redistricting Committee representing the Port Royal District.
- Barnard Sprouse was appointed to the Rappahannock Emergency Medical Services (REMS) Council.
- Approved a task contract with Baker & Associates for review of potential water sources.
- Approved selection of Benefit Advantage to administer the County’s COBRA program.
- Approved a request from the County Agricultural Fair Committee for reimbursement of rezoning and special exception application fees.
- Approved zoning requests for the County Agricultural Fair at its new location off Route 1.
- Approved December 23 as a holiday for County employees per the request of Governor McDonnell.
- Held a public hearing and deferred action on a proposal to increase availability fees for water and sewer an additional $4,000.
- Directed FRED representatives to downscale the routes in Caroline County by eliminating the runs to Port Royal and Dawn. Funding was approved for one additional month in order for additional information to be gathered on whether to sustain the entire service beyond February.
- Approved a Memorandum of Understanding by a 4-1 vote with the Rappahannock Area YMCA.
- Held First Reading on an ordinance amendment that will provide for the collective licensing and taxation of retailers selling goods at organized events. Public hearing was also approved for January 25, 2011.
- Held a worksession prior to the regular meeting on the County’s proposed 2012 Capital Improvements Plan and also received financial information on the 2012 Budget from County Administrator Percy Ashcraft.
