Acors to Serve As Vice Chair
The Board of Supervisors at its January 18 meeting elected new leadership for 2011.
Mattaponi District Supervisor Floyd Thomas was elected chairman and Madison District Supervisor Wayne Acors was chosen as vice chairman. Both were elected unanimously.
Also during the organizational part of its meeting, the BOS adopted its rules of order, set its meeting calendar and made various appointments.
For the second straight year, the BOS will have only one meeting in odd-number months and two meetings in even-numbered months. This change was made in 2010 to reduce costs.
Board appointments included:
Rappahannock Area on Aging – Maxie Rozell.
Social Services Board – Jeff Sili.
George Washington Regional Commission – Bobby Popowicz and Vice Chairman Acors.
Fredericksburg Chamber of Commerce Military Affairs Council – Mr. Sili.
Rappahannock Regional Disability Services Board – County Administrator Percy Ashcraft.
Fredericksburg Regional Alliance – Mr. Popowicz.
Rappahannock River Basin Commission – Chairman Thomas.
Recreation Advisory Committee – Vice Chairman Acors.
Education Liaison – Vice Chairman Acors.
Technology Liaison – Mr. Sili.
Public Safety Liaison – Mr. Popowicz.
Public Utilities Liaison – Mr. Rozell
Finance Liaison – Chairman Thomas.
At the conclusion of the meeting, Rozell submitted his resignation to the Board of Supervisors in a prepared statement. As a result, previous appointments made that included him will have to be reappointed at a future BOS meeting.
Other matters before the Board of Supervisors included:
- Received a report from Treasurer Beth Curran.
- Received a report from VDOT officials.
- Received an overview of the format for holding a referendum for capital projects.
- Appointed Sherry James, Henry Barlow, Maynard Penney, Frank Gee, William Whiteside and Linda Keith to the Redistricting Committee.
- Appointed Fredericka Dyson to the Board of Zoning Appeals from the Reedy Church District.
- Approved on the Consent Agenda a request from Treasurer Curran to dispose of old tax records.
- Approved re-appropriation and supplemental appropriation requests from the Public School Division.
- Voted to spend $35,090 from General Fund Balance to continue a modified C1 route for FRED Service in Caroline and eliminated the C2 route to Port Royal and Dawn.
- Approved a tax incentive benefit for Fire and Rescue volunteers.
- Delayed increasing the water and sewer availability fees until further consideration in August.
- Agreed to use the old Cannery for storage for Public Utilities and Fire and Rescue.
- Received mid-year budget report from Finance Director Fran Hatcher.
- Discussed various matters pertaining to Election District Redistricting including the possibility of going to six districts and also having supervisors elected by staggered terms.
- Authorized Staff to obtain quotes on repair of the roof of the Historic Jail and funds will be provided by Caroline Citizens for Historic Preservation, Inc.
- Received from the County Administrator the Six Month Work Plan and Capital Projects’ report.
- Deferred discussion on amending an ordinance related to regulations for Traditional Neighborhood Developments until the January 25 meeting.
- Approved a public hearing for the February 10 meeting in adding “sewer” to the existing county ordinance related to hook-up availability by County residents. First Reading of the ordinance will be at the January 25 meeting.
