Message from the County Administrator
April, 2010

This message is the fourth in 2010 to better update our citizens and visitors to the website. The information serves as a status report for ongoing projects, and also serves as a preview to different happenings that are in the planning stages.

The Board of Supervisors will hold its only meeting this month on Tuesday, April 13 at 6 p.m. at the Community Services Center.

The joint meeting scheduled between the Board of Supervisors and School Board for April 13 has been postponed. A May meeting is being pursued.

Bowling Green Supervisor Jeff Sili will hold a community meeting at 6 p.m. Thursday, April 1 at the Sparta Volunteer Fire Department. Residents from the Bowling Green District and throughout the county are invited to attend.

The Caroline County Census Committee will continue its work at 6:15 p.m. Thursday, April 1, which is National Census Day throughout the United States.

A committee of community leaders and representatives of the Department of the Army continue to negotiate the terms of a Memorandum of Understanding for the new EOD training facility to be discussed at a public meeting at 6 p.m. Thursday, April 8 at the US Army Reserve Center off US Route 17. Representing the Board of Supervisors on the committee are Supervisors Bobby Popowicz and Jeff Sili.

Caroline County will be host to the Lineman's Rodeo at the Meadow Events April 10-11. The event will attract hundreds for the competition.

Caroline County will host a Genealogy Conference on April 23-24 at the Caroline Community Services Center. Registration deadline is April 9. Contact Kay Brooks at the Caroline County Library at (804) 633-5455 for further information.

The Youth Task Force will meet at 4:00 p.m. Thursday, April 29 at the Community Services Center.

All county residents are encouraged to register for the Caroline Alert System. The system will notify residents of emergencies and other government news through their cell phones and desktop computers. This is a free service offered by the Board of Supervisors. Click on www.CarolineAlert.com to register.

Here is a capsule glance of other activities that will be happening in County government during the month of April:

  • The Parks and Recreation Department will begin its youth soccer games and continue to accept registration for its Summer Camp program. Contact the office at (804) 633-7277 for information on these programs and other offerings.


  • County staff and consultants continue to work on a proposal that will allow the County to withdraw water from the Rappahannock River in the future. The Department of Environmental Quality must grant its approval before water can be withdrawn.


  • The Board of Supervisors at its April 13 meeting will hold a public hearing on amendments to the TV Cable franchise ordinance.


  • Registration is underway for residents of the Dawn community who would like to sign-up for Phase II of the Dawn Wastewater Project.


  • VDOT representatives are reviewing the application for the Port Royal Visitor's Center.


  • AT & T is building a 300-foot communications tower in Chilesburg. Fire and Rescue equipment will be co-located on the tower.


  • Officials from the new Spotsylvania Regional Medical Center will give an update on the opening of the new facility at the April 13 meeting of the Board of Supervisors.


  • A report on the progress made by the County and the Public School Division regarding joint purchasing procedures will be issued at the April 13 meeting of the Board of Supervisors.


  • A public hearing is planned for 7:30 p.m. Tuesday, April 13 as part of the meeting of the Board of Supervisors on the six-year plan for secondary roads.


  • A public hearing is planning for 7:30 p.m. Tuesday, April 13 as part of the meeting of the Board of Supervisors on the issuance, sale and award of water and sewer revenue bonds in an amount not to exceed $37 million.


  • Further discussion on a plan to reduce costs for operation of solid waste convenience sites will be held at the April 13 meeting of the Board of Supervisors.
