BOS Keeps Tax Rates
The Same for 2010-11


The Board of Supervisors at its March 23 meeting approved the same tax rate schedule for FY ’11 as exists in the current fiscal year.

Despite pressure from several outside organizations to raise taxes to fill funding shortfalls, the Board instead felt the citizens of Caroline County are hurting economically enough right now and can’t afford increased taxes. The BOS kept the real estate rate at $0.53/$100 of assessed value and personal property at $6.25/$100 of assessed value.

The personal property tax relief percentage for calendar year 2010 is 43 percent. The Commonwealth of Virginia will reimburse the County 43 percent of the taxes due on all qualifying vehicles and taxpayers will pay the remaining 57 percent.

    Machinery & Tools - $3.50/$100 of assessed value.

    Motor Carrier - $3.50/$100 of assessed value.

    Other highlights of the meeting include:
    • Treasurer Beth Curran gave her monthly report and announced extended hours for her office for citizens to purchase decals. The hours include:
      • Saturday March 27 – 8:30 – 12:30 p.m.
      • Monday, March 29 – 8 a.m. – 6 p.m.
      • Tuesday, March 30 – 8 a.m. – 6 p.m.
      • Wednesday, March 31 – 8 a.m. – 7 p.m.


    • Finance Director Fran Hatcher gave her monthly report and clarified the County Utility System is finally self sufficient in both operations and debt service, providing revenue projections are fully met each year.


    • Received an update on the construction of Victory Park and learned from Economic Development Director Gary Wilson the deadline for beginning the project has been extended to January, 2011. The BOS asked Staff to get with the Town of Bowling Green and determine to what level the Town will participate in the project financially.


    • Approved a payment reimbursement program for citizens who were overcharged ambulance fees per the County’s Fee for Service Program.


    • Appointed Reba Barrington of the Mattaponi District to the Board of Assessors and T.C. Collins as an At-Large Member to the Recreation Advisory Committee.


    • Held a ceremony which included the ROTC Color Guard from Caroline High School to honor veterans of the Vietnam War. Vice Chairman Floyd Thomas read a resolution that declared March 30 Vietnam Veteran’s Day in Caroline County.


    • Approved a Special Exception Permit allowing the construction of a Manager’s House for Ladysmith Floor and Lumber on Bull Church Road.


    • Approved a Special Exception Permit for a Minor Auto Repair Shop on 23182 Richmond Turnpike owned by Frankie Chenault of Chenault Lumber.


    • Deferred consideration until the April 13 BOS meeting of First Reading of an ordinance to amend conditions at the time of zoning map amendments.


    • Received a proposal from Utilities Director John Boryschuk to reduce hours at the Solid Waste Convenience Sites to save $95,000 annually. Action on the proposal was deferred to the April 13 BOS meeting.


    • Authorized the County Administrator to enter into a lease agreement with the Museum Committee to take over the Historic Jail in Bowling Green.
